Are you seeing any time being consumed by wait-events related to
"library cache XXXX"? If so, follow that trail...
If not, then it is not worth worrying about. Beware forcing this
list into another paroxysmal rant against "ratio-based tuning" --
you'll be sorry. Just watch where the time goes, ignore those
ratios except as possible pointers to waits...

also says to improve the efficiency of the app code but the
developers are using a tool that creates the app and are
clueless as to what's under the hood.
