Are you seeing any time being consumed by wait-events related to "library cache XXXX"?  If so, follow that trail...

If not, then it is not worth worrying about.  Beware forcing this list into another paroxysmal rant against "ratio-based tuning" -- you'll be sorry.  Just watch where the time goes, ignore those ratios except as possible pointers to waits...

It also says to improve the efficiency of the app code but the developers are using a tool that creates the app and are clueless as to what's under the hood.
