Remember to set the QUERY_REWRITE_ENABLED initialization parameter to TRUE, and call DBMS_STATS.GATHER_TABLE_STATISTICS or DBMS_STATS.GATHER_SCHEMA_STATISTICS, for the function-based index to be effective.
