1-Shutdown entire database
2-Copy all files including the control files - don't need to create from
a script
3-Startup mount
4-alter database open resetlogs=20
The above steps should work - I have done same in the past.

IIRC, you will have to startup mount the new database and recover it
before you can open it. The backup and recovery experts on the list
will correct me if I=3DE8m wrong.
