I'd re-check your assumptions. This error message does not indicate a bad (read
corrupted) tablespace. It would rather indicate to me that you either don't
have an undo tablespace or that the undo_tablespace parameter is not set
correctly. I am assuming these are the only error messages in your alert log.

Oracle experts,
oracle 10gR2, the alert log says the undo tablepace is bad,
ORA-00604: error occurred at recursive SQL level 1
ORA-01552: cannot use system rollback segment for non-system tablespace 'TOOLS'
Can I just drop the undo and recreate it?
