After pointing to correct $ORACLE_HOME type
emctl status agent
and see what is the status?

As per your messages so far it appears that agent is down on the server.
if it is not running then start it
emctl agent start
and check whetehr it comes up clean or generate any error.

all dbs are on 9iR2. and using OEM for monitoring. Still this is under
evaluation from management side.
