IMO, this format does NOT require any moderator.
If some folks want to continue to feed answers to those who do not post
summaries, they are free to do so.
Other folks who try to help an individual & then see no summary posted are
free to ignore that person in the future.
No "rules" and no rule enforcer are required.
All it takes is a little self discipline.
ALL "answers" go directly to the person posting the question ONLY.
The majority of the list subscribers only ever see are questions & hopefully
an equal number of solutions/summaries.
