If you are looking for concepts then nothing beats the combo of Tom Kyte's three books & Oracle concepts guide ! If you are looking for day to day administration stuff then Alapati's Expert Oracle Administration coupled with Admin guide from documentation makes it a pretty complete package !

I always had the feeling that the O.Press Handbook seemed to try to hard to be both. I must a admit a preference for books from Apress over O.Press, Apress seem to attract the best technical writers and editors, books you can read cover to cover and retain a great deal of info, but that's just my personal preference.
