Voting disk TIE

Hi

Recently I asked about number of voting disks, why odd number is
recommended. The responses I have received from several of you states that
it is used as Tie Breaker.

My question now is, what happens if you use an even number and you get a
TIE? What happens to RAC? Eviction?
