You should change e:\oracle\ora90\database\pwd<SID>.ora file

Also you might want to restart the oracle service from windows, if you've
not done this already. And one thing which often helps in Microsoft world ->
close the damn windows and restart again :)

If that doesn't help, check whether you don't have event 10063 set in your
parameter file by any chance, this disables OS authentication for getting
SYSDBA and SYSOPER privileges.
