Yep, I added this to our listener.ora after my connection stress test caused
the listener to temporarily stop accepting requests.  On a reasonable POWER5
P570 (circa 2007) running AIX 5.3, I was unable to saturate the listener
with a QUEUESIZE of 32 using two or three clients hammering it.  YMMV.
