TNS-12547 error

So I'm helping another dept, they installed 11gr1, patched to 11.1.0.7 on 
solaris 10, attempting to create new database.

upon doing 

sqlplus /nolog

SQL> connect / as sysdba;
ERROR:
ORA-12547: TNS:lost contact

I'm sure its something simple.
