Someone else mentioned variable peeking--but as variable values are being 
inserted, not queried against, why would they matter?

Yes.  It is also possible for it the two to have different execution
plans depending on the actual values of the literals.  There is more to
it than that, bind variable peeking, etc.  but I don't know all the
details beyond that.

Is there any reason why an INSERT using binds and the same INSERT using
literals should differ in performance of the execution phase?  (I'm
aware of the difference with respect to parse phase.)
