the Oracle Database 10g consists of four CDs (or CD images):
the Database CD, the Companion CD, the CRS CD, and the client CD.
you need the last one.

Thanks, but the main question still remains:

...or is it available somewhere separately. So far I've looked, haven't seen
a free download anywhere.
