Ah, here's your CPU consumption! What is the exact version? Oracle 11G has had it's latches, needles and pins mechanism completely rewritten and there are some bugs which were rectified in later versions. Characteristics for this is CPU being used entirely in the user mode, not kernel mode, as would be the case with paging.
