If by "deleting" you mean that $AP_TOP/sql/HWAPREMO.sql is disappearing althogether, I'd say that is unexpected and needs to be researched, but if you mean it is found to be changed and matches with $EUAP_TOP/sql/HWAPREMO.sql, that is expected.
