Really Confused about Apex, 11g and Http

I have 10g Grid Control 10.2.0.4 installed already on this server which
uses Apache in the OMS10G directory.
 
Now, I've installed an instance of 11g (11.1.0.7) on this server.
 
I've configured Apex to run on port 8080.
 
I notice that the 11g TNSLSNR uses the 8080 port for webtraffic it seems
for 11g?
 
How do I restart the Web services running on 8080?  I don't have an
Apache directory under my 11g installation directory.
 
It seems that I really do not understand the architecture of 11g with
regard to the HTTP functionality.  I have no apache services listed (I'm
using Windows).
 
I'm using the PL/SQL gateway functionality of 11g for this.
