I suspect that the mandatory reboot has more to do
with changes to the environment than the registry.

A change to the registry should not require a reboot.

Adding a service however may require a reboot, as I
the believe that they run in the environment created
at boot time.

I could be wrong about this, but experience seems to
confirm it for me.
