In the (admittedly unlikely) event that an RMAN operation would benefit from
having a recovery catalog available AND the catalog database required a
restore/recover, you would have to wait for the restore/recovery operation to
complete to get started on your RMAN operation.

You've already got another copy of your RMAN repository in your control file in
addition to the one in the RMAN catalog, so I'm not sure why you'd want to go
to such an extent to have a 3rd copy of your RMAN repositories.
Why not just backup your RMAN catalog database just like the rest of your
databases, but using only its own controlfile as the repository?
