We had installed the wrong version of TDPO (version 5.2 instead of 5.3). The
MML layer is working correctly now.

The most 2 common scenarios I've seen when the Oracle home is not linked
correctly to the sbt libraries and the agent license file is missing or
placed in the wrong place. Please verify both and if you still keep getting
the errors, reply back and I will be more than happy to send you our
install procedures which we do almost on a weekly basis.
