Dick,
My understanding of "Dark Fiber" is this. When fiber optic cable is
installed, sometimes all of the individual fiber strands are not used.
These are then "dark". So Dark Fiber is simply using spare strands in
the larger cable.
If you don't have any fiber installed between buildings, then it
probably is very expensive to run. But if the cable has been run, you
could check and see if all of the strands are in use.
That's the way I understand it, but I could be (and am frequently)
wrong.

A question to the group. A couple of you have mentioned "Dark Fiber" as
the medium that you use to interconnect these stretch clusters. Now
I've heard of the stuff, but back then it was one of those technologies
that one used only when money was NOT a consideration. The project at
that time would have required linking two buildings 8 miles apart with
Dark Fiber that alone had a cost on $1M per month. Has that come down
recently to where it is something that's affordable?
