yeah, it's precisely that one.
If you look at Note:4604970.8,
it says 11 and 10.2.0.3 patch set.
And it is also listed as fixed in the list
of bug fixes for 10.2.0.3.

I tested it and it is indeed
gone in 10.2.0.3. At least, for the code
where we found the problem before....
