PL/SQL debug conundrum

I have a 10g database with pl_sql_compiler_flags set to NATIVE, NON_DEBUG and 
plsql_debug set to FALSE but the procedures, functions and packages are still 
being compiled in debug mode.  I have tried creating a test package in SQL 
Developer and sqlplus with the same results.  Am I missing something?
