Oracle10g-compilation of package very slow-TNS-12571

Installed 10g on a new Itanium HP-UX 11.23 OS server and installed 10.2.0.4
patch too .
Sometimes Database package compilation takes very long time like 2-20 mins.
Sometimes it completes successfully other times gives TNS-12571 error and comes
out. Tried with Oracle9i and 10g clients but same issue.
Compilation of package/s works fine on Oracle9i HP_UX PA-RISC sever, takes only
few seconds. It seems like everything is hanging. Shows no active sessions
also or any locking issues during the time it is compiling. Tried with
sqlnet.expire_time=4 on client and server no success. Tried setting
plsql_optimize_level from 2,1 and 0 no success in that too. Tried with alter
session set events '10946 trace name errorstack level 65536' still no success.
Please advise.
