It varies by platform. I believe Kevin is right with the factor .5 for intel (AMD ?) cores. .75 is the factor for IBM's p5 cores. Of course, always rounded up to the next integer.

heavens no. You can utilize all the processor bandwidth you'd like without
paying a license fee!  :-)

I don't know how it is with other platforms, but with Intel it is .5 per core rounded
up. So a 1 Sock/2 Core is 2 X .5 or 1 license.
