Oracle event 26749 - for Streams propagation batch size

Hi,
 
I came across a document from CERN that talk about the following Oracle event 
to reduce the Oracle Streams acknowledgements to improve Streams performance.
 
            alter system set events '26749 trace name context forever, level 2';
 
From the Oracle error description:
 
            oerr ORA 26749:         
                        26749, 00000, "STREAMS propagation batch size"
 
Can anyone please explain what exactly the purpose of this event and its usage?
