I wondered that as well. It appears however to be an anonymous comment on a
2013 blog article referring to the official answer that XE 12 was planned
at the 12c launch event. (

The blog itself is a nice example of a reliable internet source - you know
who wrote it, when, and the context in which the answer was given, they
cross reference other source material and so on. The comment is an
anonymous report of an out of context conversation at an unknown time with
an unknown further source.

What would help more would be if XE were added to the Database Release
Roadmap 742060.1 though I understand not everyone who wants to use XE will
have a support logon.

Beginning with the release of Oracle Database 12.1.0.2,  Oracle Database
Standard Edition (SE) and Oracle Database Standard Edition One (SE1) are no
longer being released.  12.1.0.1 was the final edition that we will produce
for SE and SE1.

They are replaced with SE2, whose new pricing structure may have caused
some rumblings here and there.

​Given the version numbers come and go, we would rather install a 12c
version of XE than 11g and have to upgrade it again in a few months when a
12c XE version is released.  If one is ever released.
