One further question, do we need Grid Control to use Diagnostics Pack? I
understand ASK, AWR and ADDM does not need but how about other
functionalities such as Blckouts and monitoring? Or Database Control will
do?

Pack Access* (menu on the left), and select the *Remove Access* options
and click *Apply*.

I don't know of any way to disable access from the command-line/API - you
have to just excercise self control and make sure you don't select anything
from the associated tables or views, or call the associated procedures,
which is pretty lame (if you want my opinion :-)

By the way, you dont "install" this pack correct? You just enable it from
