Check out metalink Note:5486074.8. Looks like this is a bug that is fixed 
in 10.2.0.4 and 11.1, basically when oracle cannot determine what is the 
name of the server it is trying to run on, it barfs.

shows that oracle is trying both /etc/hosts and then running a dns query, 
so I guess fixing either is good!
