Ah yes, but it depends on what the developer is trying to do now doesn't
it.  I've heard the term "code reuse"  tossed around so much as a reason
for this that I'm sick.

One of the most important points to emphasize is "not trying to write
plsql codes for tasks that can be done in sql". I have seen so many poor
performing plsql code that could be done in a single sql statement that
runs in much much less time.
