What platform are you on?also what is the patchset that the database is on?
Bugs 1001885 and 2765715 might give some insightAlso there are some metalink

How many network cards/ip addresses are configured here?Does the /etc/hosts
file have the same ip addresses listed? Also, have you shutdown the 8i agent?
Now I remember - the problem I had was with sendmail using the same ports as
the agent.I had to shutdown sendmail on the box to make the port available for
the agent to run. When you issue the agentctl start, what does the screen
display? Does it give any error messages?Or does it just say * unable to start

I remember having such a problem with the port. It was not able to use a
specific port .
Check if the port authorizations are fine.
Also check snmp_rw.ora file

After installing Oracle 9.2 on systems running Oracle Apps 11i, the 9.2
agent will not start. The 8i agent runs with no problems. Other
servers without Oracle Apps ever installed and no prior Oracle version
run the agent find.
In the trace file, Oracle support states the agent is trying to connect
to 0.0.0.0.
So far no ideas from support..
