OEM 12c Support Workbench issue - "Failed to send package file to Oracle"

Has anyone configured Support Workbench in OEM 12c(release 3) successfully so
you can send packages directly to Oracle?
I have been working on this for over a week. I tried both installing and
configuring the Oracle Configuration Manager and also Oracle Support Hub (with
the help of Oracle support), but to no avail so far. Here is the error I got:
"Error
Failed to send package file to Oracle
Sending package to Oracle failed with the following error: An internal
error occurred. Check the log file for details."
Reviewing the emoms.trc file, I see the following:

Everything looks good at the back end, however the submitting package to Oracle
kept hitting the internal error. Would really appreciate any insights you have
on this issue.
