Thanks to all who has responded. Its nice to know i have this forum to
learn from. Turns out my oraInventory file was missing or possibly stepped
on by the OEM Agent install
after attempting to locate it on the server, i ended up laying down a fresh
install, patching up to 9207, migrating the db to the new home.

exist for this install. I'm thinking either it got stepped on or
erroneously deleted. is there a way to create a named home without doing an
install?
At this point I cant really install over the top can i ?

I have been searching around and it appears the named Oracle_Home does not exist for this install. I'm thinking either it got stepped on or erroneously deleted. is there a way to create a named home without doing an install?
