I think the base bug number (after a bit of hunting!) is 14279007.  There is a 
note about it as well (1474279.1) which is a published note so I guess you can 
see it (most of the information in the bug cannot be seen because it contains 
customer information).  Certainly, the workaround there says (and I quote, 
complete with spelling mistake):

Workaround

Enable Managment Access for pack "WLS Management Pack EE" by following the next 
steps:
 Setup-> "Management Pack Access" > Host >  "WLS Management Pack EE"

I actually asked one of the product managers in that area to confirm it's a bug 
because it sounded wrong, and he said it's a known bug but couldn't remember 
the bug number.  So we're trying to find it at the moment.  I'll let you know 
when I find the actual number.

i am keen to ask:
"Is it a published bug? Can you provide the bug number?"  I'd like to see  the 
"FIXED_IN_VERSION", and  any workaround.    Actually, I'd be pleased of the the 
workaround stated. that one can turn on WLS Management Pack EE for hosts 
without further licensing until the bug is fixed.

You'll be pleased to know this is a licensing bug.  At least the WLS management 
pack EE one is, dunno about the other one.

Shame really, as otherwise that management packs for this page is an incredibly 
useful thing to have!
