Hi Gene,
From the look of it, the table represents a FACT table of a  star schematic 
design, I am just guessing here. If the table is part of warehouse or intended 
for reporting purpose, then the design is probably applicable, provided you 
have proper dimension tables in relation to this table. normalizing it will not 
be a good thing to do if such is the case.
