Well, I'm no legal guru, but Pro*C is sold as a development tool, not
part and parcel of the rdbms. You can very easily run the rdbms without
Pro*C. You can even develop applications without Pro*C using the OCI
interface that I do believe is part and parcel of the standard rdbms
package. Therefore for licensing requirements for Pro*C don't go
looking under the RDBMS, but development tools. I know they include
Pro*C with the rdbms cd's, but so don't they include partioning,
context, etc.... It does not mean your free & clear to use it. And as
always, if in doubt ask your sales droid, cautiously.

and use to build applications that access an Oracle9i database.
No words about a separate license here. So, when you got EE licensed,I
think Pro*C is included in that license. I can imagine though that
Pro*C, just for use with the Oracle client and without having your own
Oracle RDBMS license, requires separate licensing, altough Oracle
doesn't charge for the Oracle client software separately, IIRC.
The last thing I would do is to mislead the members of this list. I
tried a search on tahiti.oracle.com with 'development tools license', as
you suggested, but got no hits. Can you point where you found that Pro*C
needs separate licensing?

I wouldn't say that I'm an Oracle license specialist, but IIRC
Pro*C has been included in the basic license since a couple of releases.
The last release I remember you needed a separate license was 5, but
maybe it was the case in 6 as well.

- Advanced Analytic Services - Data Mining
However, Oracle licensing details aren't available in a
prominently visable clear matrix on their website, it's more or less
obfuscated, hidden in all sorts of documents. Otherwise these questions
might not arise so often in this list.....
Therefore, I need a disclaimer here: The observation that you do
not need to license Pro*C separately is just my personal observation,
and final answers about licensing are only available from authorized
Oracle employees!
