Niall, this is absolutely a political issue. The decision to add the
third shift in AU was made without consulting IT. Yesterday while I was
in the middle of making some updates, the AU users got errors. This was
how we found out about the new third shift. It was decided that AU can
work the third shift but they can't use Oracle. Since we are a
manufacturing facility, we can technically still manufacture product
without Oracle; we just lose tracking information, the ability to update
orders, record shipping information, etc. Regardless if I agree with
their decision or not, it's my job to find a way to keep the AU users out
but still have it available for our updates and testing. Personally, I
would revise the maintenance window to be earlier, say 3am my local time.
It wouldn't be any fun for me or the testers but I think that as the IT
team we have a responsibility to our users. If they need to work, then we
have to be responsive to those needs. I'm sure this situation is far
from over.
Dave, we are using the E-Business Suite which makes things difficult. I
had though of restricting users at the db level but with EBS, that won't
work. The option of using fnd_user_pkg.enableuserdisableuser may work. I
can just keep the superusers enabled along with apps, applsys, applsyspub
and other necessary EBS users. Thanks for the idea!
I'll look into the load balancer as well.

Hi Sharon,
What's the business process/ comms channel between your dept and
Australia? They've obviously had to make business arrangements (overtime
etc) to get this shift added. If you do find a successful technical
solution it isn't hard to imagine that you may just cause a further
political issue. Equally you obviously have a pre arranged maintenance
window. This sounds like an issue to escalate via both layers of
management to get the right business decision made.

p.s. a load balancer like an F5 box could be a hardware solution to your
problem, just take access to boxes out of the load balancer...
