Maybe I've misunderstood something here, because
it doesn't make sense to me.

A dblink has no knowledge of which protocol is in use, unless
of course you create it using a full connect string,  

Decision of whether to use IPC is left up to tnsnames.ora, or
whatever you use for name resolution.

Of course, the listener must be setup for it as well.

If the database is moved to another server, this would
call for some modification to the local tnsnames.ora file.

The dblink should never know the difference.
