When I visit that URL, it becomes https://supporthtml.oracle.com/ep/faces/index.jspx and "who should use this site" lists products from Siebel, PeopleSoft, Hyperion, and JD Edwards, not Oracle RDBMS. There's a link below for "Oracle Legacy & BEA support" that goes to MOS. Am I missing something here? Prior to today that was the case - if your browser allowed flash it would auto redirect to the flash version of MOS, so I disabled flash.
