I am not aware of any standalone patchsets for the client: I have always
used the server patchset to update the client. The 10.2.0.3 patchset
includes the new timezone files, so I¹ve made it an automatic part of my
default client installation.
If by Desktop Edition you mean Express Edition, then no, it cannot be
patched.
