We ran into a similar problem.  The SA changed it to be fully qualified
for the duration of the install only and changed it back at the end and
everything works just fine.

Guys,

My department decided to change their domain.  Oracle 9ias requires the
fully qualified host name.  Is there a way I can change this during the
install or after the install????  Apparently, users outside of our
network are having problems with this new domain!!
