HW evaluation for Oracle DB

Hello guys:

I need to make an evaluation of my hardware in order to see if we need to
get something "extra"; I know that more physical memory and number of cpu's
are always the ideal, but what parameters or statistics can I evaluate in a
number or scale in order to know how my HW is working and how it could work?

This is something important for me as I have been having some problems of
performance lately so, which parameters would give me the image of this?
