It's not easy or for the weak hearted but it can be done.  Check out Raj's
answer from the HTMLDB forum.

basically:
exporting source application
exporting (backing up) the target application
importing source application over target application
exporting the page from the new target application
importing the orginal target application
importing the page you previously exported
