Failover across databases

Hi Guys,

Does anyone have failover setup acorss the databases (also across
instances in teh same database)?  Like to get experts opinion here.
What is the best practice?

Any help would be really appreciated

Following is the requirement:

1) By default, a client should always connect to the Primary 3-Instance 
Oracle9iR2 RAC Cluster 
(Service-name: MYDB.US.MYCOMPANY.COM).

2) Only in case of the Primary DB cluster failure, the client should connect to 
the Secondary 3-Instance Oracle9iR2 RAC Cluster 
(Service-name: MYDB.US.MYCOMPANY.COM)

3) client should connect to surviving nodes when an Instance within the DB 
cluster fails

4) client(s) should be load-balanced between 3 Instances of the DB cluster.
