From the last time I did this the db had to be not only 8.1.7, but 8.1.7.3/4
(I believe 4)

I think talking to 8.1.7.4 and not below was identified as a bug in the
early 10 releases - patches were meant to be available to go back to other 8
releases
(I think....)
