If all circumstances are equal, perl obviously wins. I have used it for over 6 years untill i started going consulting. Most of the companies I worked for do not allow the install of any non-standard modules that shows anywhere in the dependency tree. All of a sudden, all these years worth of perl coding were useless. 

I ended up translating all my work to ksh.

The choice is not entirely technical.
