Postgres is an open source database technology base. Progress is a software
company. What is your underlying database technology for the merge case you
are talking about?
What is the Oracle based ERP solution? Off the shelf or home grown?
Is the "Progress" existing solution the Progress company's software or
something else.
Googling either will give you the relevant web sites quite conveniently, and
after you have some more details of your actual situation futher questions
here might make more sense.

The full story is, we are two separate companies that have merged and our
ERP is use Oracle for the backend while the other company's ERP is using
Progress. We have to decide which backend is better between the two.
Who is the developer of Progress/Postgres? and how is the licensing?
Also, I'm confused here I was given the name of the db as Progress and many
people write is as Postgres, why the two names??

Well, Postgres has PlPgSql, which is relatively close to Oracle's
PL/SQL.
At least closer, than procedural languages in any other dbms I saw.
But, yes when migrating application from Oracle to PG I did have to
modify my PL/SQL packages, triggers, veiw definitions (i.e. replace
DECODE functions with "CASE" manually).

Oracle has PL/SQL. Until and unless Oracle decides the port PL/SQL to
some sort of minimum requirements platform features in competing
databases so that at least an 80% subset of PL/SQL is portable, the
first fiscally responsible step is to access whether it is practical to
move your code base off PL/SQL. If it is not, then you save the costs of
the rest of the comparison. By the way, do not hold your breath.
Whatever adjectives get coupled with Larry Ellison in a sentence, you
will rarely see one of them be "stupid."
