There are various pieces to monitor lag. Is this physical,Logical or Active
Dataguard.
I always point people to the Nice Dataguard menu designed by the folks that
wrote the book Dataguard 11g book here

The dg_menu is written for Oracle 11 and covers all aspects.
Grid Control has fairly externsive alerting on lag also
