Apparently I hit bug 5927717 which is not viewable in Metalink so I
don't know why only some databases are affected.  Their only rec is to
restart the database which I had already told them wasn't possible in
some cases.

I wish I had known about this possibility before Sunday morning so I
could have checked it then (and probably gotten permission for some db
restarts).

Customers who applied their OS DST fix without restarting their DB
instance see some dates such as timestamps in alert.log and V$LOG
incorrect, also clients that connect via listener get incorrect SYSDATE.
Restarting the instance corrects this problem. Affects ALL DB versions
at least up through 10.1.0.3, have not verified affect on 10.2.

We have 9.2.0.6 running on AIX 5.2 and the alert log date/time is
correct.  No patch applied to Oracle; however, we did patch the OS for
DST.
