I'm not familiar with the way AIX handles its Partitions:
Does it _show_ the same count of processors to the instance (at
startup-time) all the time or does this change? There are a lot of memory
parameters derived from cpu_count. Some of them affect the optimizer, too.
Can you provide a sample-sql and the execution plans? (maybe even a event
10053 trace of them) - so it might be easier to investigate your particular
issue.
