Misprint, I think.
Instead of ALTER system SET EVENTS='10938 TRACE NAME CONTEXT LEVEL 12';
you have to write ALTER system SET EVENTS='10938 TRACE NAME CONTEXT
FOREVER, LEVEL 12';
